Consulate General of Pakistan

The Welfare Wing facilitates and guides the Overseas Pakistanis in the Western Region of the Kingdom in several matters including;

  • Settlement of labor disputes of Pakistani nationals with their sponsors (Kafeels)
  • Provision of Interpreter services in Labor Courts
  • Visits to various jails to ascertain status of the cases and wellbeing of Pakistani prisoners
  • Facilitating legal heirs in completion of formalities for local burial in the Kingdom/transportation of dead body to Pakistan
  • Issuance of No Objection Certificate for the local burial or transportation of dead body
  • Attending complaints and follow up with sponsors, local authorities for the burial/ transportation of dead bodies.
  • Counseling and corresponding with the family members over claims involving death compensation.
  • Realization of death compensation claims from Saudi authorities, transferring of the same to the legal heirs in Pakistan.

General Welfare

(i) OPF Membership CARD

The Overseas Pakistanis (OP) are encouraged to become members of Overseas Pakistanis Foundation (OPF) to be eligible to avail services of OPF in Pakistan. The OPs, who have proceeded abroad on valid protected work visa by the Protectorate of Emigrants, Bureau of Emigrations & Overseas Employment (BE&OE) and Overseas Employment Corporation (OEC), are automatically registered with OPF and can avail the services of OPF Card.

Overseas Pakistanis remain OPF members as long as they stay abroad. In order to apply for the OPF Card, the following documents are required

Documents required:

  • Duly filled in application form signed by the applicant
  • Copy of valid visa/ Iqama
  • Copy of Valid Passport
  • Copy of Passport page showing seal of registration with Protectorate of Emigrants
  • Pay order /bank draft of Rs. 2000/- in favor of OPF as membership fee in case not registered with Protectorate of Emigrants.
  • Two Passport size photographs
  • Copy of CNIC/NICOP

Process of application

There are two ways to apply for OPF Card:

  • Download OPF Membership Card Form
  • Filled in application form can be submitted online at (opf.org.pk)
  • Filled in application along with supporting documents can be submitted at the Welfare Wing of the Consulate General

(ii) Foreign Exchange Remittance Card (FERC)

Remittances by Overseas Pakistanis, through normal banking channels, are a vital source of balance of payments support for the country. Funds channeled through Hundi or other means bypass legal conduits and deprive the country of much needed support. Cognizant of the problem of diminishing home remittances, the government has initiated concerted program to facilitate those Overseas Pakistanis who remit money through normal banking channels. Towards this end, a special package of Foreign Exchange Remittance Card (FERC) has been introduced by the Government to facilitate the Overseas Pakistani Community.

Process of application

There are two ways to apply for FERC Card:

  • Download OPF Membership Card Form
  • Filled in application form can be submitted online at (opf.org.pk)
  • Filled in application along with supporting documents can be submitted at the Welfare Wing of the Consulate General.

Documents required:

  • Duly filled in prescribed application form (Download Form)
  • Copy of valid visa/ Iqama
  • Copy of Valid Passport
  • Two Passport size photographs
  • Copy of CNIC/NICOP

(iii) Attestation of Admission Form of students of Overseas Pakistanis in Universities/Colleges in Pakistan

To cater for the demand of admission of children of Overseas Pakistanis in reputed educational institutions of Public and Private Sector to pursue higher and professional education, OPF is making efforts to reserve a quota for the admission of the children of OPs with an objective to allow their admissions on the charges applicable to local students rather than treating them as foreign students. So far, OPF has been successful in reserving quota for admission of Overseas Pakistanis’ children in the following educational institutions:

Eligibility
Children of all OPF registered Overseas Pakistanis can apply for admission to these institutions.

How to apply
Overseas Certificate/form can be obtained from the websites of the educational institutions and the same form is required to be verified by the Welfare Wing, Consulate General of Pakistan, Jeddah, before submission to the educational institutions every year.

Documents required;

  • Duly filled in prescribed Profarma of University/College
  • Copy of Iqama(Guardian)
  • Copy of Passport
  • Copy of CNIC/NICOP or B-Form of the student

(iv) Endorsement Letter for Police Clearance Certificate (PCC)

The OPs who intend to go on Final Exit from the Kingdom of Saudi Arabia are required to get Police Clearance Certificate for the period they stayed. The PCC is usually helpful for immigration purposes.

Application Process

In order to apply for PCC from local authorities, the Welfare Wing of the Consulate General will issue Endorsement Letter upon submission of following documents:

Documents required:

  • Duly filled in prescribed Proforma
  • Copy of Iqama
  • Copy of Passport

The Endorsement Letter duly attested from any Branch of Saudi Ministry of Foreign Affairs, is required to be submitted to the concerned Police Station. The PCC will be issued by the concerned Police Station within two weeks’ time.


(v) Redressal of Grievances (in Pakistan)

Overseas Pakistanis, whose families have any issue/complaints/applications against any person(s) or any department(s) in Pakistan, they share the details with the Welfare Wing, Consulate General of Pakistan, Jeddah. The issues of OPs in Pakistan are taken up with the concerned departments in Islamabad. Reports of action taken by the concerned departments are also shared with the OPs here in the Kingdom.

Application Process

In order to take up their issues, the OPs are advised to submit the following documents to the Welfare Wing:

  • Copy of application/complaint
  • Copy of Iqama
  • Copy of Passport
  • Copy of relevant documents/evidence
  • Contact details in the Kingdom and in Pakistan

Note: The application/complaint along with supporting documents should be submitted at the Welfare Wing of the Consulate General


(vi) Certificate for Transfer of Sponsorship (family members)

The Oversees Pakistanis who intend to get their dependents (mother, sisters and brothers) transferred to their sponsorship, they will be issued endorsement letter for the purpose.

Documents required;

  • Application
  • Copy of Passport of sponsoring family member
  • Copy of Iqama
  • In case of divorced, Decree issued by the court

Prisons Related Matters

Endorsement Letter for meeting of family members with the Prisoners

Overseas Pakistanis, whose blood relatives are in jails due to any reason, and intend to have meetings with them in Jail, they are required to have an endorsement letter for meeting with their blood relatives.

Documents required:

  • Duly filled in prescribed Proforma (Download)
  • Copy of Valid Passport
  • Copy of Iqama

Workers’ Welfare

The Welfare Wing of the Consulate General of Pakistan Jeddah facilitates Pakistani workers through counseling on disputes with their sponsors and on contractual violations. In accordance with the Labour Laws of the Kingdom of Saudi Arabia, the workers are provided necessary guidance regarding:

  • Settlement of labour disputes between expatriate Pakistani workers and Saudi sponsors through amicable negotiations and correspondence with local Foreign Office.
  • Filing of complaints against sponsors in the concerned Labour Office
  • Free Interpreter services to Pakistani workers to pursue their cases at Labour Courts
  • Facilitating repatriation of housemaids and stranded workers to Pakistan
  • Periodical visits to labour camps to ascertain wellbeing of Pakistani workers

  • Procedure for filing of online complaint in Labour Office
  • Guidelines for Pakistani workers proceeding to the Kingdom of Saudi Arabia
  • Text of Labor Law of the Kingdom of Saudi Arabia

Matters related to deceased Pakistanis

It is mandatory to get No Objection Certificate for local burial in the Kingdom or transportation of dead body of an Overseas Pakistani to Pakistan.

Application Process

For Local Burial:

In order to get the NOC from the Consulate General, the following documents are required:

  • Copy of Death Notification issued by the Hospital
  • Copy of Iqama of the deceased Pakistani
  • Copy of Passport of the deceased Pakistani
  • Copy of Iqama of the deceased Pakistani
  • Copy of Passport of the deceased Pakistani
  • Power of Attorney from the family of the deceased to any authorized person

For Transportation of dead body to Pakistan:

Documents Required:

  • Copy of Death Notification issued by the Hospital
  • Report of the concerned Police Station
  • Copy of Iqama of the deceased Pakistani
  • Copy of Passport of the deceased Pakistani
  • Copy of Iqama of the deceased Pakistani
  • Copy of Passport of the deceased Pakistani
  • Power of Attorney from the family of the deceased to any authorized person
