Introduction

Serving Hujjaj is one of the most noble and heavenly duty. Under the Rules of Business, 1973 of the Government of Pakistan, Ministry of Religious Affairs & Interfaith Harmony (MoRA&IH), Government of Pakistan has the legal mandate to make arrangements for Hujjaj of Pakistan. Hajj is one of the five pillars of Islam and is mandatory, once in a life time, for adult Muslims with requisite physical and financial capacity (Sahib-e-Istaat). Hardships of this pilgrimage are unavoidable primarily due to scale and intensity of the activity, despite the fact that the technological advancement has made it comparatively much easier in many ways. Government of Pakistan endeavors to ensure cost effective but comfortable performance of the Hajj by making elaborate arrangements, through a transparent process. Office of Pilgrims Affairs Pakistan (OPAP), Consulate General of Pakistan, Jeddah, is the operational arm of MoRA&IH, to make Hajj arrangements in Saudi Arabia.

Hajj Policy & Plan

Hajj Policy Formulation Committee headed by the Secretary Ministry of Religious Affairs & Interfaith Harmony has been constituted to formulate and recommend the Hajj Policy & Plan, every year, for approval of the Cabinet. The Policy aims to develop plans for all the arrangements of Hajj in Pakistan and Saudi Arabia.

Note: – Hujjaj from all over the world could not participate in the Hajj 2020 due to Covid-19. Only a very limited of the locals and residents had been allowed to perform Hajj in 2020.

Hajj Complaint Management System:

The Ministry of Religious Affairs & Interfaith Harmony makes arrangements to launch an updated electronic monitoring system for Hajj. The system has an in-built mechanism of transferring the un-resolved complaints to the next tier of management for taking appropriate measures. The salient features of the system are as follows:

  • Hajj helpline for responding to inquiries, complaints, etc.
  • Android application named “Pak Hajj Moavin” and “Pak Hajj Guide” Mobile SMS service for information dissemination.
  • Android application for complaint registration.
  • On-line complaint registration portal.
  • Hajj monitoring system along with a dash board for official supervisions.
  • Hajj Group Organizers-Management Information System (HGO-MIS) being updated to include more modules

Road to Makkah Initiative:

Under the “Road to Makkah” project — that has been initiated by the Kingdom of Saudi Arabia to facilitate Muslim pilgrims — all immigration requirements are fulfilled at the airport of the country of origin. Pakistan has been added in this initiative due to personal efforts of the Prime Minister. The process of customs clearance, Immigration of pilgrims is being completed at designated Pakistani airport(s) before their departure for Hajj. It saves Hujjaj from a lot of inconvenience. The project is initially launched in Islamabad and more than 22000 Hujjaj benefitted from this hassle-free initiative. The Saudi Government has been requested to extend this project to other cities including Karachi, Lahore, Peshawar and Quetta.


Hujjaj Information, Education and Training:

The Ministry of Religious Affairs & Interfaith Harmony, Pakistan launches awareness campaign every year, using all channels of communication, to provide information, education, awareness and training to the intending pilgrims. The training material is made available on website of the Ministry. Training is also imparted to the intending Hujjaj on local basis at District and Tehsil level in partnership with Hajj Organizers Association of Pakistan (HOAP). Moreover, Hajj guide book in Urdu as well as Hajj awareness documentary (CD), is prepared by MORA &IH, provided to all pilgrims.

Hajj Procurements:

Office of Pilgrims Affairs Pakistan (OPAP), Consulate General of Pakistan, Jeddah, being an operational arm of MoRA&IH, makes Hajj arrangements in Saudi Arabia, in line with the policies of Governments of Pakistan and Saudi Arabia, with a clear objective to ensure safety and comfort of the pilgrims along with economy of the package. While the objectives mentioned above in view, the Office of Pilgrims Affairs Pakistan (OPAP), Consulate General of Pakistan, Jeddah procures various services, including primarily, accommodation, food, transport, Hujjaj Gift, Arrival Snacks etc. to facilitate hujjaj arriving from Pakistan under the government scheme every year. An open advertisement along with RFP document containing terms & conditions of the bidding process is floated in Saudi Newspapers as well uploaded on Ministry of Religious Affairs & Interfaith Harmony & Public Procurement Authority (PPRA), Government of Pakistan’s websites.
